[I-RIM ML] Survey on robotics programs

Formal educational programs in Robotics have been proliferating; there is
excitement from students who have been doing robotics since high school.
We’re doing a survey of existing efforts, to learn more about the current
status of these programs and opportunities for the future.  We will present
the results in a Forum on October 5, 2023, at IROS in Detroit.
